Morning all! I’ve just finished this Astra Militarum Commissar. With just a hint of Royal Navy Commodore in the styling as requested by it’s owner.
Both the blacks and whites have a bias towards blue/grey so as to tie in with the customer’s exisiting army.

The black is a charcoal grey basecoat with a black ink wash and then highlighted with layered wet mixes from charcoal grey to blue-grey.
I'm really liking the smooth black highlights you've achieved. The white hat is also a great splash of contrast! Was the uniform highlighted via layers or drybrushing?
You're timing is perfect, as well. I've had a primed Lord Commissar staring at me for a few months now begging for some paint…
Love the shading on the army hat. Great work.
